Abstract
This study describes how repurposed surveillance AV (Audio Video) recording can be integrated into an accounting infrastructure and become part of a comprehensive computer audit sub-system. In particular, we are looking at the AV Podcasting Business Continuity, Backup and Disaster Recovery Planning (BCBDRP) facet of the system. The idea is to archive these AV recording and repurpose them for distance education, automated transcription, captioning, translation, broadcasting and webcasting instructional materials, as well as for BCBDRP. Even though such an idea is so obvious when we think about it, we could not find more than a single instance of a discussion about it on the WWW, as of today. The auditing work should be extended beyond the historical examination of 1 year old accounting records to real-time and archived AV podcasts of the instructional and educational contents. That way the auditors of such educational and instructional organizations can find out whether the main mission of such organizations is carried out. The auditor can offer a relevant audit opinion, and most importantly, the auditors can offer relevant and timely deficiency remediation recommendation. This way a security guard of a lecture theater, that shows up to at the beginning of his shift, punches the clock, and takes off until the end of his shift, can be discovered. Real-time surveillance A/V podcast audit can help discover such behavior early on and "nip it in the bud," before it become too late. Otherwise, it may take years, and a class-room slaughter (like Virginia Tech University of 2007) for an auditor to discover such incidences, and apply remedial action. For this purpose 2-way full duplex (enables interruptions like telephone communication, in contrast with walkie talking communication, saying "over" when switching speakers) enabled systems are particularly useful since they enable the police to interactive fluently with an intruder. An instructor can easily communicate with distance education students, etc.
HD Surveillance IP Network Cams
Surveillance IP PTZ Network Cams or Cameras directly connect to a router, without any computer, they can run continuously on the network 24x7x360, 24 hours, 7 days a week, and 360 days a year. HD refers to high definition A/V, Audio Video, which is particularly important for educational and training purposes, where students have to understand verbatim what the instructor is saying and writing on the board, especially in analytical programming medical type of classes. For this purpose PTZ (Pant Tilt and Zoom) enables the participants to further zoom in on a subject, for even better comprehension that HD by itself enables. The cameras are part of a network, connecting to the WWW (World Wide Web) directly through a router and thus not subject to the crashes of a PC (Personal Computer). Such cameras have a storage device, such as SD (Secured Digital), or MS (Memory Stick) storing AV of the last 2 weeks. The open source OS (Operating System) provides API (A Programmer Interface) to facilitate podcasting of the AV directly from the cams to subscribers devices, such as IPod, IPhone, PC and other devices, using software such as ITunes, and e-commerce sites, such as ITunesU Stores. This way if the demand for the videos overloads the cameras infrastructure, the providers, universities, municipalities, etc can easily charge for the contents reducing the demand to more acceptable levels.
Spy Cams

"A hidden camera is a still or video camera used to film people without their knowledge. The camera is "hidden" because it is either not visible to the subject being filmed, or is disguised as another object. Hidden cameras have become popular for household surveillance, and can be built into common household objects such as smoke detectors, clock radios, motion detectors, ball caps, plants, and cell phones. Hidden cameras may also be used commercially or industrially as security cameras.
A hidden camera can be wired or wireless. The former will be connected to a TV, VCR, or DVR, whereas a wireless hidden camera can be used to transmit a video signal to a receiver within a small radius (up to a few hundred feet)."
For the current discussion, the author note that Spy Cam have some additional characteristics that are relevant to our discussion, and are overlooked by the wikipedia.org. One of the most important characteristics is real-time streaming and archiving of AV on the WWW. The reason that this is so important is multifold. For security purposes it is important for backup and recovery purposes. If it is a natural disaster such as a flood, the recorded AV (Audio Video) will be secured on the WWW, even if the shooting location is submerged and the cameras stopped functioning. Likewise, if an intruder detects the cameras and damages them, the recorded material will be secured on the remote WWW location.
Another important characteristic is the size and cost, both of which are relatively small. That makes it easier to transport, afford and install the camera anywhere. That is especially true for educational organizations, that have low budget, limited space, and poor technical support. Frequently the market value of the educational content (without the degrees, just the lectures, etc) approaches zero, commanding a very low demand. This is especially prominent for some of the top universities that provide their lecture for free on the WWW, such as MIT and UCLA, UC Berkley, etc.
Another characteristic is the trigger mechanisms, some of which a motion, audio, and video activation and tracking, very sensitive microphones, automated RSS feed distribution, and FIFO (First In First Out) archiving algorithms. Such characteristics are very important since they facilitate the use and deployment of the technology in low tech none profit environment, which represents many educational organizations worldwide.
Motion, Audio, And Video Activation And Tracking
Motion, audio, and video activation and tracking relieves the instructor from the slightest responsibility of having to press the record button, or forgetting to press the record button. Tracking relieves the instructor from the slightest responsibility of having to aim the camera or the microphone, especially the audio video tracking mechanisms that listen to the voice of the instructor and aim the camera to the source of the voice and the movement of the video. Such tracking will improve the clarity of the AV, making it much more useful for a student or the security staff to figure out what exactly took place.
Very Sensitive Microphones
Very sensitive microphones are important not only to understand what is going on, but to automatically transcribe and subtitle the videos, in compliance with ADA (Americans with Disabilities Act), which a lot of educational organizations in the US have to comply with. Moreover, such transcriptions are very important for automated indexing and searching, it will help significantly with the distribution and SEO (Search Engine Optimization) of the media, on the WWW.
Automated RSS (Real Simple Syndication) Feed Distribution
Automated RSS feed distribution will facilitate the distribution to security personnel and students. All they have to do is log in once into the server in the cameras, or into a cashing server on the WWW (such as Akamy, or ITunesU servers) and click the RSS button. Thereafter, the content will automatically appear on their device of choice, such as a cell phone, PC, etc. More importantly, the instructor does not have to worry about uploading the media into a server in the first place, and spend extra time out of the classroom to wait for the upload to complete, and them verify that it has uploaded properly by playing it back. Instead, the instructor subscribes to the RSS feed and quickly glances at the device or the software such as the ITunes play to see the media, which can be incorporated into the classroom review process, on a regular basis.
FIFO (First In First Out) Archiving Algorithms
FIFO (First In First Out) archiving algorithms refers to the storage unit physically located on the cameras, which is activated by the web server built into the cameras.
Such storage units often include a local removable media storage device such as an SD (Secured Digital) or MS (Memory Stick) drive, or a USB (Universal Serial Bus) socket to attach an external drive. Such removable media can store as much as 2 weeks of compressed AV in a 2 gig card, or an entire semester of all the classes in a classroom (8 hours a day of about 8 different courses, and multiple instructors) in a 64 gig card. As soon as the card fills up the camera automatically drops the oldest media, replacing it with fresh content. Since the old media is typically transferred to a remote staging server via FTP (File Transfer Protocol), removing it from the removable media does not deprive users from access and retrieval of the older contents.
The FTP server that is built into the cameras can be programmed to automatically transfer the file to a staging server, that will automatically upload them to multiple social and academic networks. The recorder in the camera cuts the files into a desirable predetermined size and compression rates. For example, the administers can set the file size to a maximum size of 10 seconds per clip, and the resolution from HD (High Definition) to SD (Standard Definition), etc, or the file format from MJPEG (Moving JPEG) to MP4 or MPEG-4 compressed video. The file names are automatically name with the date, time of day, and the file format, letting users match them with the course outline and figure what is the content without having to play it back, or prior to playing it back.
This is especially important for cases where the connectivity to the WWW and the Internet is temporarily suspended, the bandwidth is too low, or there is no connectivity at all. The users can easily replicate the removable media contents with small, portable, and inexpensive removable media USB drives, some of which are embedded in a cell phone, mouse or even a pen, and upload the content to the WWW at a later time.
Nobody has to worry about maintaining the media, since it is self-maintained. The school does not have to have a staff of technicians and IT personnel that will delete the old contents, making space for the new contents. For security purposes, the camera can be locked up with the instructor of other authorized personnel having access to the key, and to the device physically and through software and hardware authentication mechanisms.
Cost Effectiveness, Safety And Security Of The WWW Ecommerce Shopping Cart Site
Cost Effectiveness, Safety and Security of the WWW ecommerce Shopping Cart Site, is frequently a critical issue since many none profit organizations have trouble funding such activities as security, backup and recovery, as well as ADA compliance and distance education. Such organizations may be government or semi government organizations, some examples include but are not limited to the US prison systems, where security is very important but funding is limited, and the priorities for education, remediation and rehabilitation may not be at the top concerns of politicians and government beaurocrats. Another example may veteran organization and organization for people with disabilities, such as Shake-A-Leg, with people with disabilities, that have limited mobility and high security needs: http://www.shakealegmiami.org/site/c.kkLUJbMQKpH/b.2521629/k.BF03/Home.htm. Yet, they may have a very good need for added security and fund-raising. Using such facilities, Shake-A-Leg and similar organization can raise fund by webcasting their activities on the WWW, providing some of media for free, and charge for some of the media to raise additional funds. All they need is a simple cell phone, with WWW Internet connectivity, and or an SD or MS storage unit, that can not only control the PTZ Network Security Surveillance systems, but also web cast directly. Such web cast can be done directly from a boat on the high seas using free networks such as GCast, http://www.gcast.com/?nr=1&&s=327359697, and the resulting media can be sold for additional revenues to fund additional activities.

Appendix 1 describes a business plan provided to the Miami Herald and the Knight Rider Foundation to fund such enterprise that will monetize efforts of combining security surveillance with webcasting educational and recreational activities. Even educated inmates from the prison systems can provide services that will be mutually beneficial for the rehabilitation of both the inmates, who have no mobility due to their incarceration, and the disabled that have limited mobility due to their disabilities.
As the business plan describes, such AV materials can be made available on ecommerce sites, with shopping carts, funded by sponsors as well as revenues from the sale of DVDs, downloads, Distance Learning and Educational service as well as professional certifications such as MSCE (Microsoft Certified Engineers), academic tests (SAT, GMAT etc).
MIAMI HAROLD REPORTS DRAGGING FRAUD LITIGATION & SECURITY LAPSES
The Miami Harold reported about "doctored time sheets, logbooks and other records to cover up staffing shortfalls -- often with the knowledge of company supervisors. as much as $4 million of the annual Wackenhut bills are bogus.. ultimate payout could be tens of millions, because the False Claims Act includes a provision for triple damages. ...As the litigation drags into its third year, Wackenhut keeps a high-powered lobbying roster to maintain its relationship with County Hall." The security company claims that no "single iota of proof that any Wackenhut employee was paid for time that they did not actually work" exists. The auditor report "instances in which guards appear to be filling in at multiple posts at the same time. In one extreme example, a guard appears to have been paid for 54 hours over a three-day period -- five straight shifts of 10 or more hours, with only two 3 ½-hour breaks, records show...both sides have known about the staffing problems and billing issues at least since 1999. In early 2005, shortly after The Miami Herald reported some of the original fraud allegations, ...Spot inspections increased in 2006 and 2007, and Wackenhut was forced to pay nearly $500,000 in so-called liquidated damages for violations such as guards working excessive hours and ''insufficient manpower'' to fill all posts."
Miami Harold reports the details of such cases in a recent article, as follows: "http://www.miamiherald.com/news/breaking_dade/story/486235.html." "30 months after it began, ... 'ghost posts' audit still pending." Posted on Mon, Apr. 07, 2008, by LARRY LEBOWITZ AND SCOTT HIAASEN, llebowitz@MiamiHerald.com. " In August 2006, Miami-Dade County's top auditor found evidence that Wackenhut Corp. had billed the county nearly $1.6 million over a three-year period for 69,000 hours worth of work that its employees -- private security guards who patrol ....Auditor Cathy Jackson sent those findings -- which suggest that the private security firm may have overbilled the county -- to Wackenhut that month. They were never publicly released. Nineteen months later, the audit still hasn't come out, the impact of the potentially damaging draft remains unclear and Jackson could be facing jail time because she refuses to discuss it. Jackson's report, begun some 30 months ago, is at the center of an unusual lawsuit that accuses Wackenhut of widespread fraud for allegedly overbilling Miami-Dade millions of dollars for unguarded ''ghost posts'' on the transit system..." and at the Juvenile Assessment Center.
''The audit is the result of baseless allegations by individuals who believe, or have been made to believe, that there is a pot of gold at the end of an imaginary rainbow,'' said Wackenhut spokesman Bruce Rubin. ``Unfortunately for them, these are things only found in fairy tales.''
"The accusations have also spawned a short-lived inspector general's investigation, a criminal probe and three years of bare-knuckle civil litigation littered with accusations of purloined documents and witnesses coached to lie. County public-corruption detectives raided Wackenhut's Miami office in mid-December after a tipster said a top company manager was shredding documents just three weeks after receiving an investigative subpoena.
Wackenhut lawyers insist the tip was part of a larger campaign aimed at embarrassing the company. Defense attorney Steven Chaykin said the company voluntarily turned over all the records -- plus two garbage bags of meaningless shred unrelated to the Metrorail contract."
''That bogus tip,'' Chaykin said, ``is a perfect example of the false accusations being wrongfully made against Wackenhut by those seeking to malign Wackenhut.' Arching over all the inquiries surrounding Wackenhut is a lawsuit in which lawyer H. Mark Vieth seeks to recover millions that he claims the company has overbilled Miami-Dade County since 2001. While Miami-Dade would receive 75 percent of any money Vieth's suit recovered, the lawyer says he has received little cooperation from the county."
''They haven't lifted a finger to help me, but they've done plenty to thwart me,'' Vieth said. ``I've never seen a group of people so resistant to having millions of dollars thrust into their hands like the county.'' A case in point is Jackson's audit, which started in late 2005 shortly after the lawsuit was filed. During a deposition last month, the auditor refused to answer Vieth's questions about her findings -- even questions that a county attorney advised her to answer."
"Vieth has asked a judge to hold Jackson in contempt of court over her refusal to answer. A contempt hearing is set for later this month. Jackson has previously argued that she should not have to discuss the document -- stamped ''draft'' and ''for discussion only'' -- until it's complete. She believes that releasing the report in draft form violates exemptions provided to auditors under the state public records law. Wackenhut also wanted the document kept under wraps. But an appeals court ordered the company to turn it over to Vieth and his six whistle-blower clients.
The company declined to comment specifically on the draft audit's finding that Wackenhut received $1.6 million for employee hours that employees were not paid for. But Wackenhut spokesman Rubin said the report is an incomplete snapshot of Jackson's work, and company executives believe they have explained the seeming irregularities raised in it. ''Whatever the findings are, Wackenhut will resolve this to everyone's satisfaction,'' Rubin said.
Jackson did not respond to interview requests. County Mayor Carlos Alvarez and Manager George Burgess also refused to discuss Jackson's audit, the contempt charges, the civil suit or the criminal investigation. Alvarez and Burgess, along with former Transit Director Roosevelt Bradley, are set to give depositions later this month in the civil suit. Vieth's lawsuit, filed on behalf of a former juvenile-center security guard named Michelle Trimble, was brought under the county's False Claims ordinance. That law lets private citizens and whistle-blowers who uncover public fraud collect damages. In sworn depositions, Trimble and dozens of other former guards say Wackenhut never had enough staffers to fulfill its county contracts.
They say they doctored time sheets, logbooks and other records to cover up staffing shortfalls -- often with the knowledge of company supervisors. 'On many occasions, over a hundred occasions, there are times where I put in officers' names who did not work,'' said Eric Rowe, who worked for Wackenhut until 1999. ''I had pushed myself to the limit trying to straighten out these ghost posts and open posts, and I just couldn't control it,'' said former Wackenhut supervisor Starlin Horne.
Others described the ''Wackenhut Incentive Plan'': Guards would work a 10-hour day shift, and then agree to stick around for three or four hours to fill an empty post on the second shift. The guards testified they would go home early, after ... busiest rush hour had ended, but get paid as if they worked the full double shift. Regardless, in terms of actual dates and times at which the alleged fraud occurred, Wackenhut lawyer Angela De Cespedes Wenke argued at a recent court hearing that Vieth still has not produced a ``single iota of proof that any Wackenhut employee was paid for time that they did not actually work.''
Real-time and archived AV podcast audits can quickly show proof for such allegations, avoiding lengthy litigation, security lapses and other problems. Such AV podcast can be easily attached to the audit paper, as supplemental evidence to standard working papers.
"The Wackenhut lawyers also say the broader allegations are merely unfounded claims of disgruntled ex-employees. While guards may have been shifted around to cover vacant posts -- a routine occurrence in the large operation -- the county was not overcharged, they say. Terry Grant, ... security manager who oversees the Wackenhut contract, testified that his office could find no evidence of fraud in a 2006 review prompted by Vieth's suit. Vieth, however, says he has compiled a list of instances in which guards appear to be filling in at multiple posts at the same time. In one extreme example, a guard appears to have been paid for 54 hours over a three-day period -- five straight shifts of 10 or more hours, with only two 3 ½-hour breaks, records show.
Citing internal Wackenhut audits and Transit agency letters to the company, Vieth said. Wackenhut earns more than $17.5 million annually under a contract it has held with Miami-Dade Transit since 1989 -- on a no-bid basis since 1994. The company receives another $1.4 million a year at the .... Assessment Center. Vieth has argued that as much as $4 million of the annual Wackenhut bills are bogus. If he prevails, the ultimate payout could be tens of millions, because the False Claims Act includes a provision for triple damages. As the litigation drags into its third year, Wackenhut keeps a high-powered lobbying roster to maintain its relationship with County Hall. Former U.S. Rep. Carrie Meek is a registered lobbyist for the firm. Her son, U.S. Rep. Kendrick Meek, and his wife, Leslie, have also lobbied for Wackenhut in the past. The firm recently added two prominent Cuban-American lobbyists: former County Manager Sergio Pereira and political operative Armando Gutierrez.
Still, it's clear that the controversy has already cost Wackenhut. In late 2006, the firm appeared to have won a $4.8 million contract to provide screening and security ...Manager Burgess pulled back the award at the 11th hour, citing the ongoing audit and Vieth's allegations. It is still pending. In early 2005, shortly after The Miami Herald reported some of the original fraud allegations, former Transit director Bradley ordered his security staffers to more vigilantly enforce the contract.
Since July 2006, the county has also reduced the requirements -- and the gross pay -- for Wackenhut, paring back dozens of positions that had been required on a daily basis. Transit says the posts were cut to save money while not endangering safety. Vieth sees it differently. The cuts, he said, came in areas that Wackenhut had left vacant in the past -- the so-called ghost posts: ``I certainly gave them the heads up that if they wanted to save some money, these were the places to look.''
AV PODCAST HAVE BEEN USED FOR BUSINESS CONTINUITY PLANNING, BACKUP & DISASTER RECOVERY
One of the most important disaster recovery procedures for an educational training organization is not anything else but the instructional AV (Audio Video) contents itself. Yet, we were able to find only one reference to it on the internet WWW (World wide Web) so far. This single case describes how "Hurricane Katrina served as a painful catalyst to stimulate the growth of online learning at Delgado Community College in New Orleans." This community college later realized how important is the AV contents to its business continuity, using AV recording, real-time and archived video podcasting developed by Tegrity corporation. Following is a discussion of their experiences.

In a webinar administrators and professors further describe their experiences in the following ways "Scattering of students helps keep them in the program and impacting new remote students. Professors recorded telephone conversation using Tegrity, and then repurposing them for the online distance education for the distributed students. Using the technology to prepare and plan ahead, as part of a disaster recovery and preparation for a disaster.
Leadership in the school shows how colleges can have alternative servers, even if the local servers are down, student can use remote server, continuing instructions as usual. The Tegrity integration of Blackboard can automatically push the tegrity through the Blackboard server, relieving the university with the requirements of a local web server. In the event that the local IT is incompetent etc.
The student may have to install a Java module that facilitate the Microsoft Virtual Machine. Students want to listen to the lecture on an IPod, may face a problem, since it requires some special activity to enable the IPhone to sync with ITunes. Students can use MP3 players to playback the lectures. The lectures are indexed by the .PPT (Power Point Slides). Why would students bother to come to class, if they can watch it on Tegrity, online? Some students that abuse it, can be controlled by restricting the playback to a day after the class has been taught, to prevent students from cramming everything a day before finals.
Disaster recovery & planning, lets students fill-out form about remote relative phone, and e-mail. So, if a disaster hits, students switch immediately to the remote alternate location, and complete their education in time, using online distance education. It should always be used as a support tool, and not as a substitute for an instructor led class."
We can see clear evidence that a large number of universities discovered video podcasting, blended learning, and distance education, yet none has yet integrated it fully into a comprehensive Business Continuity, Backup and Disaster Recovery Planning (BCBDRP) infrastructure. Following is a discussion of a typical approach to AV podcasting available on the WWW"

Much like the idea of AV podcasting, its impact on ROI (Return On Investment) is also quite obvious, yet the connection to accounting, auditing and BCBDRP is not so obvious. This paper describes repurposing classroom surveillance Audio/Video recording files and DVDs, for Continuing Professional Education (CPE) and other applications. Such applications include but are not limited to Distance Learning & Free Public Service WWW Google, or YouTube, Webcasting, and test review for students in the class. Since the HD (High Definition) AV is just a by-product of the surveillance system, with a marginal cost of zero to the university, it can be distributed for free without any financial burden on the producers and the consumers. Moreover, it can be used for Fund raising by advertising sponsors and promoting the professors in the videos. Since Google Videos produce statistics such as number of hits, views, downloads, ranking, comments, and rating, it can be used as an automated vetting system for instructor effectiveness, as well as publishing opportunities, in addition to the original and initial purpose of security and safety promotion. The importance of HD is relevant for both security and learning perspectives. For security reason HD is important to identify individual facial features. For learning purposes, it is important for the viewer to clearly replicate exactly the instructions, especially when dealing with scientific data, such as computer program codes, etc.

PREPARING THE ENTRIES
To keep it short: No more than two typewritten pages, 8.5-by-11 paper; drop the remainder pages that exceed 2 pages, type no smaller than 8 point, feel free to change the type size, using MS-Word. South Florida focus: we are South Florida residents (Broward, Miami-Dade, Monroe and Palm Beach counties). The Internet is great, but we consider primarily Miami were we have students travelling all over the world for their business, students from Finland, Philly or Tampa, therefore, they need to review classes that the missed or did not fully understand the first time around, especially since a lot of them are foreign nationals, and English is not their mother tongue.
This is not an established business: Rather it is a proposed business or not even in the Start-up phase (less than one year since opening). Rather it is a research project that may turn into a business. No existing franchises: We don't allow business plans for existing franchise operations … even if they're new to the market. If you've come up with a franchise idea all by yourself, fine; but if you're implementing someone else's franchise plan, it's not eligible for consideration.
We've come up with a franchise idea all by ourselves. This franchise will offer such services to the universities, in return for reduced cost of the surveillance system, a share in the revenues from students buying DVDs, and sponsors advertising banners on the videos, audios, and transcripts eBooks produced from the AV files, by automated transcription software (such as Dragon Naturally Speaking). We are not implementing someone else's franchise plan; no such franchise has ever existed.

Getting personal: Tell us a little about yourself-
We are Professors and students at the University of Miami for over 25 years, teaching computer auditing, surveillance, and expert witness testimony and computer litigation support. One of us is a Disabled veteran of the IDF (Israeli Defense Force), graduate of the Israeli military boarding school academy for officers, specialized in military surveillance intelligence research. Rest of your management or proposed management team: Students taking classes and interested in reviewing lectures, especially when they missed classes, or are disabled and need special help such that is provided to comply with ADA (Americans with Disabilities Act).
What experience do you bring to the table?
Teaching & Working with AV (Audio/Video) surveillance computer auditing PTZ (Pant Tilt & Zoom) network camera systems, spying on military targets, terrorists, corporate crooks cooking the books, and ordinary criminals, especially reviewing college campuses, where students turned killer can roam free and slaughter entire classes, as soon as they want to express themselves.
Explain why the world really needs your product or service:
Students need to review classes to better understand the material, especially for tests about classes that they missed. Slackers need the product, since they procrastinate studying and then they have to cram before the exam, videos and video DVDs give them the hope of being able to catch-up with the instructor and hope to pass the class finals. Top students need it since they want the extra confidence that they will ace the class and get the A+ the highest possible grade. The remainder of the students needs it even if they do not intend to use it, just as an insurance policy, in case they need it, they would like to have it, especially if it is free of charge. The revenues that the videos produce form sales to students, other than those in the class, and/or from extra premium service, such as HD video instead of LD (Low Definition) can reduce the tuition and help fund needy students, especially students with disabilities, deaf, can read the Brail transcripts, and subtitles, and blind can listen to the audios. Professor need video archived lectures that they can use to playback what they have already said many times before. They become instant authors of the AV lecture and transcript, comply with the publish and perish requirements by publishing the lecture transcripts, and producing articles and books from them. They can improve their teaching when they see themselves on video on the internet WWW (World Wide Web), especially, when other students & experts surf, view, download, rate, critic & buy their HD (Hi Definition) Videos. More so, when the quality of the HD videos is even better that what the naked eye of the students, present in the class, and the professor can see in classroom. Publishers need a free automated vetting system to pick the best topics, best professor, best WWW experts to decide which text books to publish, which topics to cover, and who should the authors be.
They can even have a team of professor each contributed their 5 minutes of highest downloaded, viewed, purchased, rated videos to supplement their text books. Attorneys need to pick the best expert witnesses for expert witness testimony and computer litigation support professionals by being able to review WWW videos of their lectures about their specialties, and experience. Especially when they role-play cops and robbers mock-trials in the classroom. Students split into robbers, who cook the books, cops who find the crooks, auditors who uncook the books and help convict the crooks, while role playing expert witness testifying and cross examining opposing experts. As the remainder of the class, role plays the lawyers, judge and juries, of the mock-trials. Corporate sponsors need the WWW lecture videos to advertise their products and services to young professional college bound prime marketing targets. Universities that have regular classes, blended learning, as well as online distance education, can repurpose the recording of the regular classes, to supplement their blended learning services, and most importantly distance education and continuing education. Such continuing education self-study services include but are not limited to Continuing Professional, Legal, & Medical education (CPE, CLE, CME) while serving their alums and soliciting them for funds. Such alums can not only consume such services, but also provide them as part of guest speaker programs, in which they visit classes and deliver seminars on their specialties. Such an example can be a movie star, or a football star (such as Bernie Kiser) coming back to school to teach about the sport management industries, delivering mini lecturettes, while donating a new wing to a business school which he attended. Universities need to raise money to fund education, research and advertize their products and services, as well as to protect themselves and the students from classroom massacres al-la Virginia Tech University (2007).
Likewise, they need to improve the quality of the teaching and monitoring what actually goes on in the classroom, while rewarding good instruction, promoting security and safety, while raising funds and satisfying their corporate sponsors, while helping slackers improve their performance and raise the university student retention rates, and attract new students from the WWW. Likewise, they have to comply with laws such as ADA (Americans with Disabilities Act) and provide assistance to students with disabilities free of charge. For example, deaf students can view the subtitled videos and understand the lecture better, while the blind can listen to the audio recording. What sets it apart from the competition: What sets it apart from the competition is that the surveillance system produces these videos, DVDs, transcripts, and translations free of charge, instantly, and automatically broadcasts them to the internet WWW. These system burns DVDs that it them uploads to an e-commerce site, making these DVDs available for sale, as soon as the bandwidth permits. These systems webcasts in real-time, as well as archives them locally to a SD (Secure Digital) removable media, DVD-Burners, & recorders, instructors hard drive, and a remote web server for the WWW, as well as to WIFI cell phone of the students, parents and the security personnel, while embedding banners and advertising of sponsors in the videos, to raise money. This is especially important in view of the failures of some of the top academic organizations and corporations to monetize and fund their AV recording and videos lectures. Such organization includes but is not limited to Google, MIT, UCLA, NYU, etc.
Likewise, these PTZ internet security internet cams can alert authorities in the event of shooting in the classroom, turn on sirens, and announce on loud speakers emergency messages, such as "alert shooting in classroom 100 in the memorial building room 102," telling the shooter to "lay down his gun" and that "help is on the way." Another distinguishing feature setting it apart from the competition is an automated testing system that tests students on and offline, on the WWW web and on PDAs and telephone, marking their deficiencies, matching these deficiencies with AV clips, and re-assembling, and re-purposing these recording automatically, into custom tailored playback lists, for individual users burned to custom media (DVDs CDs SDs & Memory Sticks) on demand in real-time and archives, as well as streamables and downloadables & printables. The clickable feature of the ads is another distinguishing features that viewers of the videos on a computer, phone, or any java enabled device such as the new gaming devices (Blu-ray Sony play Boxes) surfer can click them and the device will dial automatically a toll-free number embedded in the video, as well as port the viewer to a URL combined with the toll-free number of a sponsor to speed and facilitate real-time ordering and processing of sponsors goods and services. Make sure you clearly define what your product or service:
The product is a clickable AV streamable recording in removable media such as CDs, DVDs, SD cards & Memory sticks (playable in portable devices such as cell phones and PDAs (Personal Digital Assistance) automated lecture transcripts (using software such as Dragon Naturally speaking, and court reporting remote transcription & subtitles) and translations (using automated translation software). The service is installing, programming, testing, training, monitoring, maintaining updating & upgrading, advertising and developing these systems that support the production of the products. If you have a prototype of your product, make that clear, too: We have produced several prototype that can be googled and viewed on Google Video, as well as read in numerous articles that we have written published & presented, as well as courses, workshop and seminars that we have been teaching over the years, throughout the world. Using media players such as Apples ITunes, a surfer can subscribe to the RSS feed published on Google or other web-servers, automatically download the media files into a portable device, such as a cell phone with an SD (Secure Digital) or MS (Memory Stick) card, and view the lecture whenever and wherever they are.

The surveillance systems can provide RSS feeds for open and closed systems. For open systems we can look at Google videos, as an example. In contrast with open systems like Google, closed systems like blackboard, are password protected LMS (Learning Management Systems) such as Blackboard (https://www.courses.miami.edu/webapps/portal/frameset.jsp ). Such systems are protected with HTTPS (Hypertext Transfer Protocol Secured) denying access to unauthorized users. However, using an RSS podcast feed an instructor can provide the public with access to such HD videos. IP (Internet Protocol) PTZ (Pant Tilt & Zoom) Network Cams with 2-Way Audio Communication
IP PTZ Network Cams with 2-Way Audio Communication surveillance systems provide real-time and archived feeds that enable the participants in the live events to be more active, interacting with the instructor, students and/or intruder and security personnel. Using the numerical key pad of a wireless Wifi cell phone, the system can alert the security staff to an intruder shooting in the classroom. The ringing cell phones of the security guards will alert then to the incident and display the classroom in their cell phone. As they watch the event live, in real-time, they 2-way audio communication will let them tell the intruder that the classroom is surrounded by security personnel, and the intruder better lay down his arms stop shooting, etc. The security staff can PTZ the cameras to get a good detailed image of the intruders face, to be easily recognized and arrested ASAP. The intruder will hear the security guards on the classroom’s speakers, and can see them on the classroom TV PC monitors, as they broadcast their image from their cell phone (such as iphone). The intruder can then reply to security guards request using the classroom microphone, while he stops shooting and starts communicating. Such systems will prevent the intruder from repeating such intrusion and killings in additional classrooms and disappearing without a trace.
Transcriber, Translator, And Or Subtitler
Likewise, students, instructors, transcribers, can all collaborate in live classes, in real-time, recording the classes on their own devices such as a phone, PC, DVD-recorder for additional review and later distribution. For example an instructor could be a disabled inmate that for physical and legal reasons cannot come to the classroom. Such an instructor could teach from a prison, where security systems are already in place, broadcasting his lecture into the university classroom. Likewise, a transcribe, translator, and or subtitler in China or India can watch the class over the internet while recovering the high quality audio signal over Skype VOIP (Voice of IP) for free, transcribe the audio, sending the text (with timelines) back into the video feed to provide real-time subtitles, complying with disabilities laws, such as ADA (Americans with Disabilities Act). If a university in the US has a student that is hearing impaired but does not know sign language, the university has to fund a real-time transcriber. Such transcribers can be very expensive leading a university to hustle the disables in order to reduce the cost of transcribers everywhere. Outsourcing such transcription services may make it much more cost effective for educational institutions to comply with the regulations and provide better service to all students.

We have published several dozens of papers and workshops about it in various journals as well as on Google Video. When preparing your plan, include these details, how much money will you need to get going? In the future, we may start to repeat the same process in the industrial and the commercial circles, such as the trade and public press. In the future, we may advertize in the trade and public press channels such as the Miami Herald, etc. Follow the rules: In previous years, we disqualified entries because they sent us 10 pounds of paperwork, rather than a two-page plan. Think of your plan as an executive summary. Include highlights only. You may include one additional page of supporting material … a product picture, spreadsheet or marketing materials.
